TAPS founder and Army widow Bonnie Carroll was honored October 12th by the US Army, being presented with the Outstanding Civilian Service Award. Army Chief of Staff Gen. Ray Odierno presented the award to Carroll, during a Twilight Tattoo at Joint Base Myer-Henderson Hall, Va. The citation of the award reads, in part, "She has changed the lives of thousands of survivors and provided unequaled services for those loved ones left behind."
